Truan, Chair IN RE: Senate Bill No. 566 Committee on International Relations, Trade & Technology By: Truan Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB566 ( Relating to requiring the Texas Department of Transportation to conduct a study on the highway transportation needs of the state because of increased international trade under the North American) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB566-As Introduced Implementing the provisions of the bill would result in a net impact of $0 to General Revenue Related Funds through the biennium ending August 31, 1999. Fiscal Analysis The bill would require the Department of Transportation to do a study on the origin and destination of goods transported over highways in the state. The department would also be required to study the increase in commercial traffic because of the North American Free Trade Agreement and identify highways that would need to be designated for construction, expansion, and maintenance. Methodolgy The department estimates the study would take two years to complete and would contract with a consultant to conduct an Origin and Destination study.
