LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session March 11, 1997 TO: Honorable Judith Zaffirini, Chair IN RE: Senate Bill No. 618 Committee on Health & Human Services By: Moncrief Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB618 ( Relating to the regulation of certain residential facilities; providing civil penalties.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB618-As Introduced No significant fiscal implication to the State is anticipated. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would require persons who establish or operate more than one licensed personal care facility to possess a license for each facility. It would authorize the imposition of a civil penalty, from $1,000 to $10,000 per day, for violating this provision. It would also permit the Department of Human Services to develop alternative remedies as necessary to administer the personal care facility licensing statute.
