TO: Honorable J.E. "Buster" Brown, Chair IN RE: Senate Bill No. 633
Committee on Natural Resources By: Brown
          Senate
          Austin, Texas

         FROM: John Keel, Director

In response to your request for a Fiscal Note on SB633 ( Relating
to assessments performed before agency adoption of certain environmental
rules.) this office has detemined the following:

Biennial Net Impact to General Revenue Funds by SB633-As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Natural Resource Conservation
Commission (TNRCC) to complete a draft impact analysis and subsequent
final regulatory analysis for any proposed major environmental
rule which would exceed requirements of state or federal laws,
exceed a requirement of a federal program delegated to the state,
or which is solely under the general powers of the TNRCC instead
of under a specific law.

The provisions of the bill would
be effective September 1, 1997.

No significant fiscal implication to units of local government
is anticipated.
