TO: Honorable Hugo Berlanga, Chair IN RE: Senate Bill No. 770, As Engrossed
Committee on Public Health By: Moncrief
          House
          Austin, Texas

         FROM: John Keel, Director

In response to your request for a Fiscal Note on SB770 ( Relating
to the funding of certain peer assistance programs.) this office
has detemined the following:

Biennial Net Impact to General Revenue Funds by SB770-As Engrossed

Implementing the provisions of the bill would result in a net
impact of $173,898 to General Revenue Related Funds through
the biennium ending August 31, 1999.

Fiscal Analysis

The bill would increase the maximum surcharge the Board of Dental
Examiners may charge to licensees to fund an approved peer assistance
program from $5 to $10.

Methodolgy

The Board of Dental Examiners currently assesses dentists a
$5 surcharge and dental hygienists a $2 surcharge. The estimates
below assume some growth in licensee population from a base
of approximately 12,000 dentists and 8,000 dental hygienists
in 1998.
The probable fiscal implications of implementing the provisions
of the bill during each of the first five years following passage
is estimated as follows:

Five Year Impact:

Fiscal Year Probable Revenue
            Gain/(Loss) from
            General Revenue
            Fund
            0001
       1998 $84,899
       1998 88,999
       2000 93,099
       2001 97,199
       2002 101,299

Net Impact on General Revenue Related Funds:

              Fiscal Year Probable Net Postive/(Negative)
                               General Revenue Related Funds
                                             Funds
               1998 $84,899
               1999 88,999
               2000 93,099
               2001 97,199
               2002 101,299

Similar annual fiscal implications would continue as long as
the provisions of the bill are in effect.

No fiscal implication to units of local government is anticipated.
