LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 22, 1997 TO: Honorable Judith Zaffirini, Chair IN RE: Senate Bill No. 775 Committee on Health & Human Services By: Nixon Drew Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB775 ( Relating to eligibility for public assistance benefits administered by health and human services agencies.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB775-As Introduced FN Revision 1 No significant fiscal implication to the State is anticipated. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The Department of Health did identify $92,943 in annual general revenue and $102,875 in federal block grant fund costs that would need to be redirected toward increased administrative expenses for eligibility verification in its non-Medicaid Family Planning Services and Maternal and Child Health Programs. Given that the language is permissive and the size of its budget and available resources, it is anticipated that the Department of Health can implement the requirements within existing resources. In the event that some clients elect not to go through the eligibility process, some savings in expenditures may occur but such potential savings cannot be estimated. (This estimate is based on revised information received from the Department of Health on 4/22/97.) Similar annual fiscal implications would continue as long as the provisions of the bill are in effect. No fiscal implication to units of local government is anticipated.
