LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 9, 1997 TO: Honorable Bill Ratliff, Chair IN RE: Senate Bill No. 781, Committee Report 1st House, Substituted Committee on Finance By: Ellis Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB781 ( Relating to the creation and operation of the Texans Work program and the establishment of the Texas employment and training account.)) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB781-Committee Report 1st House, Substituted No significant fiscal implication to the State is anticipated. The bill would make no appropriation, but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. FISCAL ANALYSIS AND METHODOLOGY The bill would implement the Comptroller of Public Accounts' Texas Performance Review (TPR) recommendation WF5 in Disturbing the Peace: The Challenge of Change in Texas Government. The bill would establish a new, dedicated Texas Employment and Training Account (account) within the General Revenue Fund 0001, to be used only for the payment of training stipends and for other authorized training activities. The account would be composed of employer contributions and state matching funds obtained through the block grant received by the state under the JOBS training program. It is assumed that the cost of implementation could be accomplished with existing personnel and resources at the Texas Workforce Commission and the Department of Human Services.
