LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 21, 1997 TO: Honorable Irma Rangel, Chair IN RE: Senate Bill No. 850, As Engrossed Committee on Higher Education By: Luna, Gregory House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB850 ( Relating to the student union building fees at the University of Texas at San Antonio.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB850-As Engrossed No fiscal implication to the State is anticipated. The bill would authorize the Board of Regents of The University of Texas System to increase the student union fee charged to students enrolled at The University of Texas at San Antonio to finance, operate, maintain, and improve a student union building. The fee could not be less than $20 or more than $75 for each semester or summer session, assessed in proportion to the number of credit hours for which a student registers. The fee could not be increased by more than 10 percent in any academic year without approval by a majority vote of the students voting in a general student election called for this purpose or by a majority of the student government. It is estimated that the student union fee increase would generate approximately $349,800 in institutional funds beginning in Fiscal Year 1998, increasing to $430,230 in Fiscal Year 1999 when the fee is estimated to increase an additional 10 percent. These fees are auxiliary in nature and do not affect the state supported educational and general operations of the university. No fiscal implication to units of local government is anticipated.
