LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session May 4, 1997 TO: Honorable Hugo Berlanga, Chair IN RE: Senate Bill No. 877, Committee Report 2nd House, Substituted Committee on Public Health By: Sibley House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB877 ( Relating to the regulation of the practice of dentistry.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB877-Committee Report 2nd House, Substituted Implementing the provisions of the bill would result in a net positive impact of $173,898 to General Revenue Related Funds through the biennium ending August 31, 1999. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. Fiscal Analysis The bill would make a number of changes to the laws governing the examination, licensure, and regulation of dentists. The bill would increase the surcharge that the Board of Dental Examiners may charge licensees to fund an approved peer assistance program from $5 to $10. Methodolgy It is assumed that the Board would increase the peer assistance surcharge for dentists from $5 to $10 and the peer assistance surcharge for dental hygienists from $2 to $5. New revenues associated with the increase in the peer assistance surcharge are shown as revenue gain in the table below.
