LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 8, 1997 TO: Honorable Judith Zaffirini, Chair IN RE: Senate Bill No. 877 Committee on Health & Human Services By: Sibley Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB877 ( Relating to the regulation of the practice of dentistry.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB877-As Introduced Implementing the provisions of the bill would result in a net positive impact of $159,118 to General Revenue Related Funds through the biennium ending August 31, 1999. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. Fiscal Analysis The bill would permit the Board of Dental Examiners to employ and commission investigators as licensed peace officers. The bill would authorize reimbursement for travel expenses, including meals and lodging, for the Dental Hygiene Advisory Committee. The bill would also increase the surcharge that the Board of Dental Examiners may charge licensees to fund an approved peer assistance program from $5 to $10. Methodolgy It is assumed that additional training to employ and commission investigators as licensed peace officers would cost approximately $2,500 per year. Reimbursement of travel expenses, including meals and lodging, for the Dental Hygiene Advisory Committee would cost an additional $4,890 per year. New revenues associated with the increase in the peer assistance surcharge are shown as revenue gain in the table below.
