                               75th Regular Session

TO: Honorable Judith Zaffirini, Chair IN RE: Senate Bill No. 877, Committee Report 1st House, Substituted
Committee on Health & Human Services By: Moncrief
          Senate
          Austin, Texas

         FROM: John Keel, Director

In response to your request for a Fiscal Note on SB877 ( Relating
to the regulation of the practice of dentistry.) this office
has detemined the following:

Biennial Net Impact to General Revenue Funds by SB877-Committee Report 1st House, Substituted

Implementing the provisions of the bill would result in a net
positive impact of $173,898 to General Revenue Related Funds
through the biennium ending August 31, 1999.

The bill would make no appropriation but could provide the legal
basis for an appropriation of funds to implement the provisions
of the bill.

Fiscal Analysis

The bill would make a number of changes to the laws governing
the examination, licensure, and regulation of dentists. The
bill would increase the surcharge that the Board of Dental Examiners
may charge licensees to fund an approved peer assistance program
from $5 to $10.

Methodolgy

It is assumed that the Board would increase the peer assistance
surcharge for dentists from $5 to $10 and the peer assistance
surcharge for dental hygienists from $2 to $5. New revenues
associated with the increase in the peer assistance surcharge
are shown as revenue gain in the table below.
The probable fiscal implications of implementing the provisions
of the bill during each of the first five years following passage
is estimated as follows:

Five Year Impact:

Fiscal Year Probable Revenue
            Gain/(Loss) from
            General Revenue

               2002 101,299

Similar annual fiscal implications would continue as long as
the provisions of the bill are in effect.

No fiscal implication to units of local government is anticipated.
