LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session March 11, 1997 TO: Honorable Robert Junell, Chair IN RE: Senate Bill No. 886, As Engrossed Committee on Appropriations By: Ratliff House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB886 ( relating to making emergency appropriations) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB886-As Engrossed Implementing the provisions of the bill would result in a net negative impact of $(10,827,069) to General Revenue Related Funds through the biennium ending August 31, 1999. Appropriations: The bill would appropriate the following amounts: Fiscal Year Appropriation out Appropriation out of General of Workforce Revenue Fund Commission Federal Account - Federal Funds for Temporary Assistance for Needy Families 0001 5026 1997 $12,327,069 $5,820,825 1998 0 0 1999 0 0 Fiscal Analysis The bill would appropriate the following from federal funds for Temporary Assistance for Needy Families: $5,106,092 to the Texas Workforce Commission for the job opportunities and basic skills program; $450,282 to the Employee Retirement System and $264,451 to the Comptroller of Public Accounts for related employee benefits. The bill would appropriate $10,827,069 to the Attorney General from the General Revenue Fund for payment of workers compensation benefits. The bill would appropriate an additional $1,500,000 to the Attorney General from the General Revenue Fund to resolve cash-flow problems related to the workers' compensation payments. The General Revenue Fund would be reimbursed for this appropriation no later than December 1, 1997. The bill would allow the Telecommunications Infrastructure Fund Board to pay salaries of not more than 18 full-time equivalent employees during the current biennium out of funds previously appropriated. Methodolgy The estimate assumes that the federal funds appropriated to the Workforce Commission and for related employee benefits would be deposited to General Revenue Dedicated Account 5026, the Workforce Commission Federal Account. The estimate assumes the bill will have immediate effect.
