LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session May 2, 1997 TO: Honorable Harvey Hilderbran, Chair IN RE: Senate Bill No. 909, As Engrossed Committee on Human Services By: Zaffirini House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB909 ( Relating to certain electronic benefits transfer accounts that are inactive.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB909-As Engrossed No significant fiscal implication to the State is anticipated. The bill would make no appropriation, but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would implement Part E of the Texas Performance Review recommendation FR 13 in Disturbing the Peace. Section 31.043 would require the Department of Human Services to close a Temporary Assistance to Needy Families account administered through the Electronic Benefits Transfer (EBT) program that has been inactive during the preceding 12 months. Currently, the department closes accounts that have been inactive for the preceding 24 months. Upon closure of an account, the Comptroller would continue to withdraw unused benefits remaining in the account and disburse the benefits according to state and federal law. Estimates of potential savings are not available from the Department of Human Services or the Comptroller's Office. No fiscal implication to units of local government is anticipated.
