In response to your request for a Fiscal Note on SB910 ( Relating 
to the use of electronic transfer and data matching in connection 
with certain benefits programs.) this office has detemined the 
following:
         
         Biennial Net Impact to General Revenue Funds by SB910-Committee Report 2nd House, as amended   FN Revision 1
         
No significant fiscal implication to the State is anticipated.
         
The bill would implement Texas Performance Review (TPR) recommendation 
GG8 in Disturbing the Peace: The Challenge of Change in Texas 
Government.

It is assumed that the Health and Human Services 
Commission will enter into a consultant contract for the data 
matching system project which will specify that payments under 
the contract will be made from amounts recovered by agencies 
as a result of the data matching project. It is assumed that 
start-up costs for the data matching project could be absorbed 
within current resources. No estimate is available for potential 
savings that could result from implementing the provisions of 
the bill.
         
 
          
No fiscal implication to units of local government is anticipated.
