LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session May 9, 1997 TO: Honorable Robert Junell, Chair IN RE: Senate Bill No. 987, Committee Report 2nd House, Substituted Committee on Appropriations By: Moncrief House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB987 ( relating to alternative uses for money in the compensation to victims of crime fund or in the compensation to victims of crime auxiliary fund) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB987-Committee Report 2nd House, Substituted No significant fiscal implication to the State is anticipated. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. FISCAL ANALYSIS The bill would require the Attorney General, after consulting with the Comptroller of Public Accounts and not later than July 2 of each year, to estimate the amount that would be credited to the Compensation to Victims of Crime Account during the next fiscal year and the amount of money in the account anticipated to be obligated during the next fiscal year. If the amount estimated to be credited during the next fiscal year exceeded the amount estimated to be obligated by more than $100 million, the Comptroller of Public Accounts would be required to transfer the amount in excess of $100 million to the general revenue fund. The Legislature would be authorized to appropriate money to state agencies delivering or funding victim-related services or assistance from the account or from the Compensation to Victims of Crime Auxiliary Account. This authorization would expire August 31, 1998. The Attorney General would be allowed to use any interest that accrued on money in either of these accounts for grants or contracts supporting victim-related services.
