LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session March 20, 1997 TO: Honorable Bill Ratliff, Chair IN RE: Senate Bill No. 987 Committee on Finance By: Moncrief Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB987 ( Relating to the use of excess money in certain funds for the compensation of crime victims.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB987-As Introduced No fiscal implication to the State is anticipated. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would require the Comptroller of Public Accounts, not later than September 1 of each year, to certify an estimate of the amount that will be required to make all payment of awards to crime victims from the Compensation to Victims of Crime Fund and the Auxiliary Compensation to Victims of Crime Fund, for the fiscal year beginning that September 1. The Comptroller would also be required to certify an estimate of the amount by which the available money in those funds for the fiscal year, including the unexpended balances from previous fiscal years, will exceed 115 percent of the amount certified as needed to make payments to crime victims. The Legislature would be authorized to appropriate from both funds the amounts certified as exceeding 115 percent of the amounts certified as needed for substantial and direct benefits, services, or assistance to crime victims or other persons affected by criminal conduct.
