In response to your request for a Fiscal Note on SB1017 ( (Relating 
to training for members of appraisal review board and to qualifications 
of the members of appraisal review boards.) this office has 
detemined the following:
         
         Biennial Net Impact to General Revenue Funds by SB1017-As Engrossed
         
No significant fiscal implication to the State is anticipated.
         

         
 
          
The bill would require the Comptroller to assume new educational 
responsibilities for training members of the appraisal review 
boards.  The Comptroller would require two full-time equivalent 
employees (FTEs) with professional adult education training 
to effectively administer the new program.  This would require 
additional administrative costs to the Comptroller.  Although 
the Comptroller would be able to assess a fee of up to $50 per 
person trained, the agency estimates that such fees would fall 
short of covering costs by approximately $100,000 per year. 
 However, it is assumed that such costs could be reasonably 
absorbed by the agency's existing budget.

There could be 
some costs to local governments associated with the training 
requirements.  However, these costs are not expected to be significant.
