Bosse, Chair IN RE: Senate Bill No. 1125, As Engrossed Committee on Land and Resource Management By: Madla House Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB1125 ( Relating to the conveyance of certain state-owned real property in Bexar County to the National Park Service.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB1125-As Engrossed No significant fiscal implication to the State is anticipated. The bill would allow the Texas Department of Mental Health and Mental Retardation to convey 29.315 acres of real property located at the San Antonio State Hospital to the federal government for administration by the National Park Service as a national park. The bill would exempt the transaction from Sections 31.1571 and 31.158 of the Natural Resource Code. These statutory provisions relate to the review and approval process for disposal of unused or underused property and procedures for conducting real estate transactions through sealed bid or public auction. According to the Department of Mental Health and Mental Retardation, the current appraised value of the property is $46,000. Under current law, proceeds from the sale of such land would be deposited in the Capitol Trust Fund to the credit of TDMHMR and available for reappropriation by the legislature to the agency which owned the property. No fiscal implication to units of local government is anticipated.
