LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 27, 1997 TO: Honorable John Whitmire, Chair IN RE: Senate Bill No. 1232 Committee on Criminal Justice By: Shapiro Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB1232 ( Relating to conditions for probation, release under supervision, and determinate sentence parole for a child adjudicated for engaging in certain delinquent conduct.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB1232-As Introduced Implementing the provisions of the bill would result in a net negative impact of $(1,132,195) to General Revenue Related Funds through the biennium ending August 31, 1999. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. Fiscal Analysis The bill would require juveniles adjudicated of certain sex offenses who are placed on juvenile probation, released on parole from the Texas Youth Commission, or supervised by Texas Department of Criminal Justice parole authorities to attend psychological counseling sessions for sex offenders. This act takes effect September 1, 1997. Methodolgy The additional cost was estimated based on an average cost of $75 per counseling session. Each juvenile offender would receive treatment based on the offense and any previous treatment received during confinement in either the Texas Youth Commission or the Department of Criminal Justice.
