LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 16, 1997 TO: Honorable Bill Ratliff, Chair IN RE: Senate Bill No. 1366 Committee on Finance By: Ellis Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB1366 ( Relating to the establishment of a recreational facility fee at Texas Southern University.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB1366-As Introduced No fiscal implication to the State is anticipated. FISCAL ANALYSIS The bill would authorize the Board of Regents of Texas Southern University to levy and collect a recreational facility fee to operate, maintain, improve and equip a recreational facility or program. The fee could not exceed $50 for each semester of the regular session or each summer session. The fee could not be increased by more than 10 percent in any academic year without approval by a majority vote of the students voting in a general student election called for this purpose or a majority of the student government. METHODOLOGY If the fee is approved by the students, it is assumed that Texas Southern University would charge the maximum fee beginning in fiscal year 1998. It is estimated that the recreational facility fee would generate approximately $975,700 in institutional funds each year. These fees are auxiliary in nature and do not affect the state supported educational and general operations of the university. LOCAL No fiscal implication to units of local government is anticipated.
