LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 14, 1997 TO: Honorable Teel Bivins, Chair IN RE: Senate Bill No. 1379 Committee on Education By: Ellis Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB1379 ( Relating to adult education programs.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB1379-As Introduced No fiscal implication to the State is anticipated. This bill would implement the Texas Performance Review recommendation WF3 in Disturbing the Peace: The Challenge of Change in Texas Government. These activities would not require additional staff or resources from either the Texas Education Agency (TEA) or the Texas Workforce Commission (TWC). TEA already receives funds for developing the management information system to measure student data. Work on the individual assessment instrument has been ongoing since 1994, and funding for the continued development should come from existing discretionary and workforce program evaluation funds at TWC, TEA, and the Texas Council on Workforce and Economic Competitiveness. No new funding would be required to accomplish these changes. The assessment and evaluation of programs and individuals should already be an integral part of the adult education program. Transfer of the program would not result in any savings nor in any additional costs. No fiscal implication to units of local government is anticipated.
