In response to your request for a Fiscal Note on SB1398 ( Relating 
to commissioners court approval for certain municipal annexations.) 
this office has detemined the following:
         
         Biennial Net Impact to General Revenue Funds by SB1398-As Introduced
         
No fiscal implication to the State is anticipated.
         

         
 
          
No significant fiscal implication to units of local government 
is anticipated.

The bill, if enacted, could limit a municipality's 
ability to annex adjacent lands, thereby reducing a municipality's 
ability to expand its tax base.
