"Buster" Brown, Chair IN RE: Senate Bill No. 1554 Committee on Natural Resources By: Ogden Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB1554 ( Relating to the ability of municipalities to provide water or wastewater service to a residence to preserve the quality of an aquifer the municipality uses as a water source.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB1554-As Introduced No fiscal implication to the State is anticipated. This bill would allow municipalities to construct sewer and water systems and remove or fill septic tanks in areas located within a municipality or its extraterritorial jurisdiction which are located over the recharge zone of an aquifer supply water to the municipality. The bill would require the municipality to assess all costs against the property on which the work is completed, and the property owner would be required to repay the municipality for such costs within five years after completion of the work. Since municipalities would recover the costs associated with this bill from property owners, no fiscal impact to local governments is anticipated.
