LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE
75th Regular Session
May 27, 1997
TO: Honorable Bob Bullock IN RE: Senate Bill No. 1581, As Passed 2nd House
Lieutenant Governor Carona
Senate
Austin, Texas
FROM: John Keel, Director
In response to your request for a Fiscal Note on SB1581 ( relating
to registration of and reporting by certain charitable organizations;
providing penalties.) this office has detemined the following:
Biennial Net Impact to General Revenue Funds by SB1581-As Passed 2nd House FN Revision 1
No significant fiscal implication to the State is anticipated.
The bill would require the Attorney General to maintain a registry
of all charities that solicit by telephone and that voluntarily
register with the Attorney General. Charities that register
would pay a filing fee of fifty dollars. The fee would be
deposited in the General Revenue Fund.
The fiscal implication
would depend on the number of charities required to file. Currently,
there is no record of the number of charities that solicit by
telephone in this state. However, the Attorney General anticipates
that the cost of additional personnel required to implement
the bill's provisions could be absorbed with current staff.
The Office would require additional authority to utilize the
new receipts.
No fiscal implication to units of local government is anticipated.
