LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 3, 1997 TO: Honorable Kenneth Armbrister, Chair IN RE: Senate Bill No. 1581 Committee on State Affairs By: Carona Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB1581 ( Relating to registration and reporting by certain organizations; providing penalties.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB1581-As Introduced No significant fiscal implication to the State is anticipated. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. The bill would require the Attorney General to maintain a registry of all charities that solicit by telephone and require charities that register with the Attorney General to pay a filing fee of fifty dollars. The fee would be dedicated for use by the Attorney General during the biennium of receipt, to administer the Act. The fiscal implication would depend on the number of charities required to file. Currently, there is no record of the number of charities that solicit by telephone in this state. However, the Attorney General anticipates that the cost of additional personnel required to implement the bill's provisions would be covered by the $50 filing fee. The Office would require additional appropriation authority to utilize the new receipts. No fiscal implication to units of local government is anticipated.
