LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 16, 1997 TO: Honorable Kenneth Armbrister, Chair IN RE: Senate Bill No. 1688, Committee Report 1st House, as amended Committee on State Affairs By: Ellis Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB1688 ( Relating to a preference given to bidders who hire recipients of financial assistance and services.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB1688-Committee Report 1st House, as amended No significant fiscal implication to the State is anticipated. Under current law, state agencies that have received delegated purchasing authority from the GSC can conduct independent bids for goods and services, within the rules and regulations of the GSC. State agencies are required to use a Centralized Masters Bidding List and take into consideration special preferences, such as Historically Underutilized Businesses (HUBs) and industries that employ persons with disabilities. The bill would add another preference category to the procurement decision-making process. No significant fiscal implication to units of local government is anticipated.
