In response to your request for a Fiscal Note on SB1791 ( Relating 
to the annexation of a portion of certain municipal utility 
districts.) this office has detemined the following:
         
         Biennial Net Impact to General Revenue Funds by SB1791-Committee Report 1st House, Substituted
         

No fiscal implication to the State is anticipated.
         
This bill would require a municipality that proposes to annex 
certain municipal utility districts receiving wholesale wastewater 
service from the municipality to seek voter approval through 
a petition before annexing such areas.

This bill could limit 
a municipality's ability to annex areas in a municipality's 
extraterritorial jurisdiction which under current law it could 
annex without voter approval.  As a result, such municipalities' 
ability to expand their tax bases in the future could be limited.
