LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE 75th Regular Session April 21, 1997 TO: Honorable Teel Bivins, Chair IN RE: Senate Bill No. 1825 Committee on Education By: Shapleigh Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB1825 ( Relating to the State Board for Educator Certification.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB1825-As Introduced No significant fiscal implication to the State is anticipated. The fiscal implications to units of local government are described below. The bill would require a district to issue a school district teaching permit to all educators not holding a certificate. Districts would also be required to issue employment contracts to educational aides and teacher interns. These employees could not be fired during a school year. Interns and aides would also have due process rights prior to termination. School districts would be required to hold due process hearings before terminating an aid or intern if requested by the employee. The cost of a hearing is estimated to be between $5,000 and $20,000. The fiscal implications described above would be likely to continue beyond 2002.
