TO: Honorable Kenneth Armbrister, Chair IN RE: Senate Bill No. 1852, Committee Report 1st House, Substituted
Committee on State Affairs By: Armbrister
Senate
Austin, Texas
FROM: John Keel, Director
In response to your request for a Fiscal Note on SB1852 ( relating
to the creation and operation of the Texas Affordable Housing
Task Force.) this office has detemined the following:
Biennial Net Impact to General Revenue Funds by SB1852-Committee Report 1st House, Substituted
No significant fiscal implication to the State is anticipated.
This bill would establish the Texas Affordable Housing Task
Force. The responsibility of the task force is to evaluate
regulations and policies relating to housing and to identify
those regulations and policies that unnecessarily increase the
cost of constructing or rehabilitating affordable housing, create
barriers to affordable housing opportunities, or limit the availability
of affordable housing. The task force would be required to
submit a report summarizing its findings and recommendations
for revising the regulations and policies to promote the availability
of affordable housing. The task force would be abolished upon
the report's submittal in December 1998. It is assumed that
the Department of Housing and Community Affairs would absorb
staff support requirements to the task force.
No fiscal implication to units of local government is anticipated.
