This bill would create a new subchapter in the Water Code relating to emergency and temporary orders. It would consolidate and standardize the Texas Natural Resource Conservation Commission's (TNRCC) regulation of emergency orders and delete corresponding, existing statutes in both the Water Code and Health and Safety Code. In addition, the bill would allow the TNRCC to prescribe rules and establish necessary fees to carry out certain provisions of the new subchapter. The TNRCC anticipates no significant additional costs associated with implementing the provisions of the new subchapter. No fiscal implication to units of local government is anticipated.
