In response to your request for a Fiscal Note on SB1874 ( Relating 
to the issuance of emergency and temporary orders and permits 
by the Texas Natural Resource Conservation Commission.) this 
office has detemined the following:
         
         Biennial Net Impact to General Revenue Funds by SB1874-As Introduced
         

No significant fiscal implication to the State is anticipated.
         
This bill would create a new subchapter in the Water Code relating 
to emergency and temporary orders.  It would  consolidate and 
standardize the Texas Natural Resource Conservation Commission's 
(TNRCC) regulation of emergency orders and delete corresponding, 
existing statutes in both the Water Code and Health and Safety 
Code.  In addition, the bill would allow the TNRCC to prescribe 
rules and establish necessary fees to carry out certain provisions 
of the new subchapter.  

The TNRCC anticipates no significant 
additional costs associated with implementing the provisions 
of the new subchapter.   

         
 
          
No fiscal implication to units of local government is anticipated.
