LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE
75th Regular Session
April 10, 1997
TO: Honorable Eddie Lucio, Jr., Chair IN RE: Senate Bill No. 1878, Committee Report 1st House, Substituted
Committee on Intergovernmental Relations By: Wentworth
Senate
Austin, Texas
FROM: John Keel, Director
In response to your request for a Fiscal Note on SB1878 ( Relating
to authorizing certain municipal utility districts to repair
and maintain streets and to issue bonds for that purpose.) this
office has detemined the following:
Biennial Net Impact to General Revenue Funds by SB1878-Committee Report 1st House, Substituted
No fiscal implication to the State is anticipated.
The bill would allow certain municipal utility districts to
maintain and repair streets and to issue bonds for those purposes.
Voter approval would be required to issue such bonds.
Because
an election for the issuance of bonds to repair or maintain
streets would be held on the uniform election date in November,
and most such elections would therefore be held in conjunction
with previously scheduled elections, it is not anticipated that
the election requirement will result in significant costs to
municipal utility districts. As a result of this bill's passage,
other units of local government responsible for road maintenance
and repair could reduce allocations to such activities in areas
where a municipal utility district assumes such responsibilities.
