TO: Honorable Bill Ratliff, Chair IN RE: Senate Bill No. 1906, Committee Report 1st House, Substituted
          Committee on Finance By: Ratliff
          Senate
          Austin, Texas

         FROM: John Keel, Director

In response to your request for a Fiscal Note on SB1906 ( relating
to the administrtion of oil overcharge funds) this office has
detemined the following:

Biennial Net Impact to General Revenue Funds by SB1906-Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

FISCAL ANALYSIS
The bill would amend or repeal several sections
in Chapter 2305 of the Government Code. These changes relate
to the administration of oil overcharge-related programs and
funds.

The bill would require the state energy office to
ensure that the minimum size of the Loanstar program be $95
million, consisting of cash on hand and loan commitments. This
provision would not have a significant impact on state funds
because the Loanstar program receives funding from oil overcharge
settlement allocations by the federal government, plus loan
repayments.

LOCAL
No fiscal implication to units of local government is
anticipated.
