FISCAL ANALYSIS The bill would amend or repeal several sections in Chapter 2305 of the Government Code. These changes relate to the administration of oil overcharge-related programs and funds. The bill would require the state energy office to ensure that the minimum size of the Loanstar program be $95 million, consisting of cash on hand and loan commitments. This provision would not have a significant impact on state funds because the Loanstar program receives funding from oil overcharge settlement allocations by the federal government, plus loan repayments.
