"Buster" Brown, Chair IN RE: Senate Bill No. 1955 Committee on Natural Resources By: Madla Senate Austin, Texas FROM: John Keel, Director In response to your request for a Fiscal Note on SB1955 ( Relating to the transfer of certain occupational certification and licensing programs administered by the Texas Natural Resource Conservation Commission.) this office has detemined the following: Biennial Net Impact to General Revenue Funds by SB1955-As Introduced No significant fiscal implication to the State is anticipated. This bill transfers the licensing requirements for water well drillers and pump installers from the Texas Natural Resource Conservation Commission (TNRCC) to the Department of Licensing and Regulation (TDLR) and provides for civil and administrative penalties. The bill transfers all obligations, rights, contracts, records, property, and personnel related to this program to the TDLR. TDLR estimates that 7 FTEs would be transferred from TNRCC. This analysis anticipates annual expenditures of approximately $300,000 per year from GR-Dedicated Account 79, the Water Well Drillers Account, with offsetting revenue generated from the licensing function. It is assumed that any physical relocation of property and personnel would incur minimal costs. No fiscal implication to units of local government is anticipated.
