         Pursuant to a notice posted on January 29, 1997, the House 
         Committee on Appropriations-S/C on Criminal Justice met in a 
         public hearing and was called to order by the Chair, 
         Representative Sylvester Turner at 8:10 am.
         
         The roll was answered as follows:  
         
         Present:  Representatives Turner, Sylvester; Price, Walker (3).
         
         Absent:   Representatives Gallego, Hinojosa (2).
         
         A quorum was present.
         
         Dr. Tony Fabelo, executive director of the Criminal Justice 
         Policy Council, provided testimony on the status of juvenile 
         justice in Texas.
         
         (Representatives Gallego and Hinojosa now present.)  
         
         Juvenile Probation Commission
         
         Testimony was taken.  See attached witness list.
         
         At 9:50 am, on the motion of the chair and without objection, 
         the meeting was recessed until 10:30 or upon adjournment of the 
         House.
         
         The roll was answered as follows:

         Absent:   Representatives Gallego; Hinojosa (2).
         
         A quorum was present.

         At 12:00 pm, on the motion of the chair and without objection, 
         the meeting was recessed until 1:15.
