         Pursuant to a notice posted on January 29, 1997, the House 
         Committee on Appropriations-S/C on Health & Human Services met 
         jointly with the House Committee on Appropriations -S/C on 
         General Government in a public hearing and was called to order 
         by the Chair, Representative Bob Glaze at 8:15 am.
         
         The roll was answered as follows:  
         
         Present:  Representatives Glaze; Eiland; Haggerty; Mowery (4).
         
         Absent:   Representative Coleman (1).
         
         A quorum was present.
         
         (Representative Coleman now present.)  
         
         Budget Overview on the Texas Workforce Commission.
         
         Testimony was taken.  
         
         At 9:58 am, on the motion of the chair and without objection, 
         the meeting was recessed until 11:00 am or upon adjournment of 
         the House in Reagan, room 106.
         
         The Subcommittee on Health and Human Services was called to 
         order and roll was taken at 11:05 am.
         
         Present:  Representatives Glaze; Mowery (2).
         
         Absent:   Representatives Coleman; Eiland; Haggerty (3).
         
         (Representative Eiland now present.)  
         
         Budget Overview on the Commission of Mental Health and Mental 
         Retardation
         
         Testimony was taken.  
         
         (Representatives Coleman and Haggerty now present.)  
         
         At 3:45 pm, on the motion of the chair and without objection,
