         Pursuant to a notice posted on February 6, 1997, the House 
         Committee on Appropriations-S/C on Regulatory met in a public 
         hearing and was called to order by the Chair, Representative Dan 
         Kubiak at 11:14 am.
         
         The roll was answered as follows:  
         
         Present:  Representatives Kubiak; Averitt; Pitts (3).
         
         Absent:   Representatives Moreno; Tillery (2).
         
         A quorum was present.

         Testimony was taken.

         The subcommittee began a working session.
         
         At 1:30 pm, on the motion of the chair and without objection, 
         the subcommittee stood at ease until 1:40 pm.
         
         The subcommittee continued its working session.
         
         At 4:56 pm, on the motion of the chair and without objection,
