         Pursuant to a notice posted on February 6, 1997, the House 
         Committee on Appropriations-S/C on Health & Human Services met in 
         a public hearing and was called to order by the Chair, 
         Representative Bob Glaze at 8:10 am.
         
         The roll was answered as follows:  
         
         Present:  Representatives Glaze; Coleman; Eiland; Haggerty; 
                   Mowery (5).
         
         Absent:   None (0).
         
         A quorum was present.
         
         The Subcommittee discussed the agency budget requests that had 
         been presented to the subcommittee in prior public hearings.
         
         At 9:45 am, on the motion of the chair and without objection, 
         the meeting was recessed until 1:30 pm.
         
         The Subcommittee on Health and Human Services was called to 
         order and roll was taken at 1:40 pm.
         
         The roll was answered as follows:
         
         Present:  Representative Glaze; Coleman; Eiland; Haggerty, 
                   Mowery (5).
         
         Absent:   None (0).
         
         Agency Budget Requests (continued).
         
         At 5:00 pm, on the motion of the chair and without objection, 
         the meeting was recessed until 12:00 pm on Wednesday, February
