         Pursuant to a notice posted on February 06, 1997, the House 
         Committee on Appropriations met in a public hearing and was 
         called to order by the Chair, Representative Robert Junell at 
         9:49 am.

         Representative Finnell makes a motion to adopt a rider on FM 
         roads.  A  non record vote is taken.  The montion fails. 
         
         
         Representative Heflin moves to adopt the LBB budget with 
         pending items and as amended.  Transfer funds in A.1.1. for 
         right of way to A.1.2.  Add estimated dollar amounts to A.1.3 
         and A.1.5.  Add dollars for indirect administration.  Increase 
         dollars in A.1.6.  Add GR in Article XI for A.1.6.  Add GR in 
         Article XI for public transportation.  Add to Article XI the 
         authority for ATPA to spend.  Create a seperate strategy for 
         ATPA.  Add a new rider on travel literature.  Make a technical 
         correction.  Add Davis rider on Interagency contracts as 
         amended.  Add Cuellar rider on research measures.  Add 
         Swinford rider on intent.
         
         Representative Finell moves to reconsider previous rider on FM 
         roads.  A non-record vote is taken.  The motion passes.  The 
         rider is adopted.
