Pursuant to a notice posted on February 06, 1997, the House
Committee on Appropriations met in a public hearing and was
called to order by the Chair, Representative Robert Junell at
8:14 am.

General Services Commission Lease Payments to TPFA for Revenue
Bond Payments
Representative Heflin moved to adopt the LBB recommendations.
The motion was adopted.
Governor, Office of the
Representative Raymond moved to adopt the LBB budget as amended.
Make a technical correction. Add a rider authorizing carry
forward. Add a rider authorizing reimbursement of advisory
committees. The motion was adopted.
Governor's Trusteed Programs
Testimony was taken. See attached witness list.
Representative Raymond moved to adopt the LBB budget as amended.
Make a technical correction. Reinstate rider to carry forward
UB for national guard. Modify Rider 3 to carry forward UB of
EFF. Add to Article XI the following: $4.0 million for
disaster grants, $1.7 million for criminal justice grants, and
make a technical correction. Add a new rider by Gallego. The
motion was adopted.
Historical Commission

Representative Finnell moved to adopt the LBB budget as
amended. Make a technical correction. Add new rider as amended
allowing scholarships to encourage diversity. Add the following
to Article XI: Fund additional construction/repairs, fund web
site, develop military sites, and change the MOF to GR for
appropriated receipts. Add Davis rider and funding for tourism
from TXDOT. The motion was adopted.

The chair moves to leave the Commission pending until after

Revise Rider 4, Reimbursement of Advisory Committee Members.
Make a technical correction to strategy B.1.1. Add the
following to Article XI: Add 3 FTE's on appraisal archivists, 4
FTE's for digital technical assistance, and additional GR for
repair/renovation of Sam Houston Regional Library. The motion
was adopted.

Representative Davis moves to adopt the LBB budget as amended.
Add 3 FTE's for database to Article XI. The motion was adopted.

Representative Davis moves to adopt the LBB budget as amended.
Modify Rider 1, Capital Budget. Add rider authorizing UB for
strategy A.2.1. Add Heflin rider, Inaugural Receipts. The
motion was adopted.
State-Federal Relations, Office of
Testimony was taken. See attached witness list.

Representative Heflin moves to adopt the LBB budget with pending
items and as amended. Make a technical correction to increase
the NTE exempt salary cap. Add increase for capital and
operating in Article XI. The motion was adopted.
Veterans Commission
Representative Raymond to moves to adopt the LBB budget as
amended. Add the following to Article XI: $210,000 for
counselors and $78,000 for Woman Veterans Memorial. The motion
was adopted.
At 4:14 pm, on the motion of the chair and without objection,
the meeting was recessed until February 19, 1997 at 5:00 pm.
The Committee reconvened in a working session at 5:15 pm.
