         Pursuant to a notice posted on February 06, 1997, the House 
         Committee on Appropriations met in a public hearing and was 
         called to order by the Chair, Representative Robert Junell at 
         8:07 am.

         Representative Heflin moves to adopt the LBB budget as 
         amended.  Add 1.5 FTE's with no additional funding.  Add an ED 
         position with no additional funding.  Add a rider for UB.  The 
         motion was adopted.

         Representative Cuellar moves to adopt the LBB budget as 
         amended.  Change selected performance measures.  Change the 
         name of strategy C.1.3.  Increase strategy E.1.2 by $2,170 in 
         FY 1998 and $5,105 in FY 1999.  Decrease strategy C.Y.I. by 
         $2,170 in FY 1998 and $5,105 in FY 1999.  Amend rider numbers 
         2, 12, 14, 17, 18, 19 and add new rider numbers 1, 2, 3, and 
         4.  Left
