         Pursuant to a notice posted on January 13, 1998, the House  
         Committee on Appropriations, Subcommittee on Performance Based  
         Budgeting met in a public hearing and was called to order by  
         the Acting Chair, Representative  at 1:36 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Averitt; Haggerty; Mowery; Price;  
                   Walker (5). 
          
         Absent:   Representatives Cuellar; Davis; Hernandez; Tillery  
                   (4). 
          
         A quorum was present. 
          
         (Representative Haggerty in chair.)   
          
         Also Present Representatives Delisi and Swinford  
          
         (Representative Davis now present.) 
          
         Testimony was taken see attached witness list.   
          
         Testimony was taken on the LBB's Performance Assessment. 
          
         Testimony was taken on Most Improved Agencies, Agencies with  
         Good Performance Activities, and Agencies Needing Improvement  
         in Performance Activities. 
          
         Testimony was taken on Performance Rewards and Penalties. 
          
         Items VI, VII, and VIII were postponed until the next meeting. 
          
          At 4:40 pm, on the motion of Representative Haggerty and  
         without objection, the meeting was adjourned subject to the  
         call of the chair.
