Pursuant to a notice posted on June 18, 1998, the House
Committee on Appropriations met in a public hearing and was
called to order by the Acting Chair, Representative Delisi at
9:45 am.
The roll was answered as follows:
Present: Representatives Delisi; Cuellar; Glaze; Heflin;
Mowery; Tillery; Walker; West, George "Buddy" (8).
Absent: Representatives Junell; Averitt; Coleman; Davis;
Eiland; Finnell; Gallego; Greenberg; Haggerty;
Hernandez; Hinojosa; Hochberg; Kubiak; Moreno;
Pitts; Price; Raymond; Swinford; Turner, Sylvester
(19).
A quorum was not present.
Mr. Don Gilbert of the Health & Human Services (HHSC)
Commissioner offered testimony on Phase I of the Children's
Health Insurance Program (CHIP) and a plan for Phase II.
The Legislative Budget Board offered testimony on the Balanced
Budget Act .
Rhonda Myron of the Department of Insurance offered testimony
on state laws regarding health maintenance organizations.
The committee recessed at 11:50 am.
The committee reconvened at 1:40 pm.
Sheila Beckett of the Employee's Retirement System, Tyrette
Hamilton of the Healthy Kids Corporation, Trey Berndt, Anita
Zinnecker, and Maureen McCormack of the Legislative Budget
Board, and Linda Wertz of HHSC offered testimony on various
benefit packages.
The following people offered testimony on possibilities for
benefits package: Anne Dunkelberg, Don Hall, Dr. Jane Rider,
Jonas Schwartz, Charlotte Stelly-Seitz, Dr. Thomas Van Hoose,
Dr. Richard Wayne, Gary Wood, Jose Camacho, Mary McGuire.
At 3:50 pm, on the motion of the chair and without objection,
the meeting was adjourned subject to the call of the chair.
