         Pursuant to a notice posted on March 27, 1997, the House  
         Committee on Appropriations-S/C on Duplication of Services met  
         in a public hearing and was called to order by the Chair,  
         Representative David Swinford at 8:20 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Swinford; Davis; Finnell; Heflin;  
                   Mowery (5). 
          
         Absent:   Representatives Coleman; Cuellar; Delisi; Price (4). 
          
         A quorum was present. 
          
         Testimony was taken.

         Commissioner Max Arrell, Texas Rehabilitation Commission gave  
         a briefing and status on the Report of the HHSC Administrative  
         Workgroup. 
          
         Leon Holland, Deputy Commissioner, Administrative Services,  
         Texas Rehabilitation Commission gave additional testimony.

         The following testified as a panel on long-term care provided  
         by their respective agencies: 
          
              Jackie Johnson, Assistant Deputy Commissioner for  
              Long-term Care, Department of Human Services 
          
              V. Max Arrell, Commissioner, Rehabilitation Commission 
          
              David Myers, Executive Director, Commission for the Deaf  
              and Hearing Impaired 
          
              Mary Sapp, Executive Director, Department on Aging 
              Commissioner Gilbert, Mental Health and Mental  
              Retardation 
          
         At 10:00 am, on the motion of the chair and without objection,  
  
         the meeting was adjourned subject to the call of the chair.
