         Pursuant to a notice posted on January 31, 1997, the House 
         Committee on Corrections met in a public hearing and was called 
         to order by the Chair, Representative Allen Hightower at 
         11:37am.
         
         The roll was answered as follows:  
         
         Present:  Representatives Hightower; Alexander; Gray; Hupp; 
                   Marchant (5).
         
         Absent:   Representatives Allen; Edwards; Farrar; Serna (4).
         
         A quorum was present.
         
         Chairman Hightower made opening remarks and introduced the 
         committee staff.
