Pursuant to a notice posted on April 17, 1997, the House
Committee on Environmental Regulation met in a public hearing
and was called to order by the Chair, Representative Warren
Chisum at 2:45 pm.
The roll was answered as follows:

Absent: Representatives Jackson; Kuempel; Talton (3).
A quorum was present.

The chair laid out HB 3233.
The chair recognized Representative Allen to explain the
measure.
Representative Howard moved that HB 3233 be reported favorably
to the full house with the recommendation that it do pass and
be printed and be sent to the Committee on Local and Consent
Calendars. The motion prevailed by the following vote:
Ayes: Representatives Chisum; Allen; Dukes; Hirschi;
Howard; Puente (6).
Nays: None (0).
Present not Voting: None (0).
Absent: Representatives Jackson; Kuempel; Talton (3).

Representative Howard offered a complete committee substitute.
Representative Talton moved that the committee substitute be
adopted, and that HB 3019, as substituted, be reported
favorably to the full house with the recommendation that it do
pass and be printed. The motion prevailed by the following
vote:

Talton (5).
Nays: Representatives Dukes; Hirschi (2).

At 3:30 pm, on the motion of the chair and without objection,
the meeting was adjourned subject to the call of the chair.
