         Pursuant to a notice posted on April 24, 1997, the House  
         Committee on Environmental Regulation met in a public hearing  
         and was called to order by the Chair, Representative Warren  
         Chisum at 6:47 pm.

         SB 681 
          
         The chair laid out SB 681.   
          
         The chair recognized Rep. Stiles to explain the measure.   
          
         (Representatives Dukes; Kuempel; and Puente now present.)   
          
         Testimony was taken.   
          
         Representative Jackson moved that SB 681 be reported favorably  
         to the full house with the recommendation that it do pass and  
         be printed.  The motion prevailed by the following vote:

                        Howard; Kuempel; Puente; Talton (8).

         The chair laid out SB 1591.

         Representative Jackson offered the following amendments to the

         substitute: Committee Amendment No. 1, Committee Amendment No.  
         2, and Committee Amendment No. 3. 
          
         Committee Amendment No. 1 was adopted without objection.   
          
         Committee Amendment No. 2 was adopted without objection.

         The chair directed the staff to incorporate the amendments  
         into the committee substitute.   
          
         Representative Talton moved that HB 3192, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed.  The motion prevailed by the
