            Pursuant to an announcement from the house floor on March 
            12, 1997 and a notice posted on March 12, 1997, the House 
            Committee on Financial Institutions, Subcommittee on HB 
            1277 met in a formal meeting and was called to order by the 
            Chair, Representative Todd Smith at 11:49 am.
            
            The roll was answered as follows:  
            
            Present:  Representatives Ehrhardt; Smith (2).
            
            Absent:   Representative Solomons (1).
            
            A quorum was present.

            The chair laid out HB 1277.  
            
            Representative Smith offered a complete committee 
            substitute.  
            
            The committee substitute was withdrawn.
            
            The bill was left pending without objection. 
            
            At 11:54 am, on the motion of the chair and without 
            objection, the meeting was adjourned subject to the call of
