         Pursuant to a suspension of the 5-day posting rule on January 
         27, 1997, the House Committee on Higher Education met in a joint 
         public hearing with the House Appropriations Committee and was 
         called to order by the Chair, Representative Irma Rangel at 2:05 
         pm.
         
         The roll was answered as follows:  
         
         Present:  Representatives Rangel; Solis; Bailey; Cuellar; 
                   Dunnam; Kamel; Rabuck; Reyna, Elvira; Rodriguez (9).
         
         Absent:   None (0).
         
         A quorum was present.

         Budget Overview of Higher Education Needs in Texas.
         
         Testimony was taken.

         On the motion of the chair and without objection, the meeting
