         Pursuant to a notice posted on January 30, 1997, the House 
         Committee on Higher Education met in a public hearing and was 
         called to order by the Chair, Representative Irma Rangel at 4:07 
         pm.
         
         The roll was answered as follows:  
         
         Present:  Representatives Rangel; Solis; Bailey; Dunnam; Rabuck; 
                   Reyna, Elvira (6).
         
         Absent:   Representatives Cuellar; Kamel; Rodriguez (3).
         
         A quorum was present.
         
         The Chair introduced herself and the committee staff.
         
         (Representative Cuellar now present.)  
         
         The Chair allowed for the members to introduce themselves.
         
         Testimony was taken on general higher education issues.  See 
         attached witness list.  
         
         (Representative Kamel now present.)  
         
         At 5:20 pm, on the motion of the chair and without objection, 
         the meeting was adjourned subject to the call of the chair.
