Pursuant to a notice posted on February 20, 1997, the House
Committee on Higher Education met in a public hearing and was
called to order by the Chair, Representative Irma Rangel at 4:05
pm.
The roll was answered as follows:
Present: Representatives Rangel; Solis; Cuellar; Dunnam; Kamel;
Rabuck; Reyna, Elvira (7).
Absent: Representatives Bailey; Rodriguez (2).
A quorum was present.
HB 1235
The chair laid out HB 1235 and recognized Representative Junell
to explain the measure.
(Representative Bailey now present.)
Representative Cuellar offered a complete committee substitute.
There being no further testimony, on a motion from
Representative Kamel the committee substitute was adopted
without objection.
The chair recognized Representative Cuellar to close on the
measure.
Representative Cuellar moved that HB 1235, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following vote:
Ayes: Representatives Rangel; Solis; Bailey; Cuellar;
Dunnam; Kamel; Rabuck; Reyna, Elvira (8).
Nays: None (0).
Present not Voting: None (0).
Absent: Representative Rodriguez (1).
HB 385
The chair laid out HB 385 and recognized Representative Krusee
to explain the measure.
Testimony was taken. (See attached witness list.)
The chair recognized Representative Krusee to close on the
measure.
The bill was left pending without objection.

The chair laid out HB 621and recognized Representative Jackson
to explain the measure.

The chair laid out HB 640 and recognized Representative Kamel to
explain the measure.

The chair recognized Representative Kamel to close on the
measure.
Representative Solis moved that HB 640 be referred to the
Subcommittee on Tuition Exemptions. The motion was adopted
without objection.
The chair named the following members to the Subcommittee on
Tuition Exemptions: Representative Reyna, Elvira, Chair,
Representatives Solis and Dunnam.
An announcement was made by the chair that HB 931 and HB 269,
previously referred to subcommittee, were assigned to the above
subcommittee.
HB 854
The committee stood at ease pending the arrival of
Representative Wolens.
The chair laid out HB 854 and recognized Representative Wolens
to explain the measure.

The chair recognized Representative Wolens to close on the
measure.
The bill was left pending without objection.
At 6:05 pm, on the motion of the chair and without objection,
the meeting was adjourned subject to the call of the chair.
