         Pursuant to an announcement from the house floor on April 25,  
         1997, the House Committee on Higher Education met in a formal  
         meeting and was called to order by the Chair, Representative  
         Irma Rangel at 11:44 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Rangel; Solis; Bailey; Cuellar;  
                   Dunnam (5). 
          
         Absent:   Representatives Kamel; Rabuck; Reyna, Elvira (3). 
          
         A quorum was present. 
          
         SB 149 
          
         Representative Solis moved to reconsider the vote by which SB  
         149, as substituted, was reported. The motion prevailed  
         without objection. 
          
         Representative Cuellar moved to reconsider the vote by which  
         the committee substitute for SB 149 was adopted. The motion  
         prevailed without objection. 
          
         The committee substitute was withdrawn. 
          
         Representative Cuellar offered a new complete committee  
         substitute.   
          
         The committee substitute was adopted without objection. 
          
         Representative Bailey moved that SB 149, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed.  The motion prevailed by the  
         following vote:   
          
         Ayes:          Representatives Rangel; Solis; Bailey; Cuellar;  
                        Dunnam (5). 
          
         Nays:          None (0). 
          
         Present not Voting:      None (0). 
          
         Absent:        Representatives Kamel; Rabuck; Reyna, Elvira  
                        (3). 
          
         At 11:47 am, on the motion of the chair and without objection,  
                        the meeting was adjourned subject to the call  
                        of the chair.
